All commercial construction in England must comply with Building Regulations. The requirements for commercial projects are more involved than domestic builds and cover:

Permitted development rights in England allow certain commercial buildings to be converted to residential use without full planning permission under Class MA permitted development rules, though prior approval is still required from the local planning authority.
